Smart Plan’s comparison framework is built around information a customer can understand and verify in the final provider offer.

| Upfront cost | The payment due before or at the start of the contract. |
| Total cost | The minimum contractual amount based on the provider’s stated terms and any clearly disclosed changes. |
| Data | The allowance and any restrictions or speed conditions disclosed by the provider. |
| Term | The minimum contractual commitment. |
| Availability | Stock and delivery information should be treated as provider-specific and time-sensitive. |
Commercial relationships
